It has even been known for designers to offer a free basic website if a hosting contract is taken out.

By selling website design and hosting together, you have the chance of the perfect sale. That is, you have the chance to take a large up front payment for the building of the site, yet have a residual monthly income coming in after that. The difficulty is obviously keeping the site on the hosting and not having the buyer take it elsewhere, so you will need to make sure your contracts are drawn up properly. If your hosting charges are reasonable, however, you can expect to have many clients who will stay with you for months without thinking about it.
